David Israel Is a person who thinks he can do anything
he wants to do and uses threats and lies to get his
way. Mr. Israel had done this at the last couple of meetings we attended including the
Bid committee and Finance committee meetings.
The members of the committee were considering
proposals from only two companies on installing Wi-Fi in our Village.
The quotations were far apart with one of them being in the ONE
Million Dollar Range. The members of the Bid Committee wanted to
table the Wi-Fi bids until they could gather more definite information. The
Bid Committee may have remembered the fiascos we had in the past
with bigger biddings.
The Comcast disaster and the problems we have had, and still
have, with the repaving of the roads which cost over $5,000,000 (that’s 5
Million) and which came out of your pockets.
NOW WHO IS PICKING THE POCKETS OF
THE PEOPLE IN CENTURY VILLAGE?
Mr. Israel flew into a rage because Wi-Fi was tabled
for consideration at another time. Mr. Israel screamed at the bid Committee Members for
not doing their job and he threatened the Bid Committee that he would
place their names in the UCO Reporter (would that be terrible?) And also bring the Wi-Fi Bids to be voted
on by the UCO delegates. (Probably not legal)
This is not a way the President of UCO should
act. David Israel is now the only person that is allowed to pick the
vendors and get the bids, and if he likes what they have to offer he
will invite them to bid. This is a path to trouble, because it is a possible way for
a person to make some money on side. It
is a breakdown of the Checks and Balances
system which should have at least five people looking at the
bids and which company they recommend.
Our president likes to throw out names like
dissidents and malcontents or whatever name he can come up with, well Mr.
Israel I have one for you it’s called megalomania (it
is a mental disorder, psychopathological) which is characterized
by delusions of grandeur and power characterized by delusional
fantasies

Hello Gary- I was planning to make this comment on the Century Village WPB Blog, but after reading your comment above, I decided to post it here and let the Lunatics take their digital swings at me afterwards.
ReplyDeleteAfter five years of putting it off, I finally read the UCO Bylaws. First impression: pretty easy reading. Plain language that any person can understand.
In regard to your comment above: After carefully reading the UCO Bylaws, I am ABSOLUTELY POSITIVE that the decisions made by the finance and bid committees are ADVISORY in nature and can be altered, rejected, reversed or ignored by the Delegate Assembly, if a majority of them choose to do so. The Officers, including the President, cannot ignore or defy the recommendation of these committees, but there nothing stopping them from advising or urging the Delegates to reject committee findings, recommendations or draft budgets.
I am also ABSOLUTELY CERTAIN that the Delegate Assembly, with a majority vote, can resolve to undertake any initiative or reject any project that they see fit, and can charge and empower the UCO Officers and Executive Board to carry out their wishes. Punishment for ignoring or defying the commands of the Delegates can range from punitive fiscal voting (Crash the Budget!!) to punitive voting at Election Day (Throw the Bums Out!!).
Any document is subject to different interpretations by different people, but my interpretation of this particular document is supported by two recent past events.
The first event involves Reflection Bay. A substantial bloc of Delegates, with like-minded representatives on the Executive and Officers Committees, have tried again and again to make their legal battle part of the UCO Budget. Every one of these efforts, ranging from motions from the Delegate Floor to inclusion in draft budgets, were stopped cold by a Delegate majority vote.
The second event involves public comment made by my "favorite" Delegate, Olga Wolkenstein. At the September Delegate Assembly, Olga urged the Delegates to "VOTE THE WHOLE BUDGET DOWN!!!", in an effort to kill the WiFi initiative. Olga knows those bylaws better than me, and she obviously recognizes the power of a Delegate majority vote, when it suits her. When it doesn't, she loudly advocates the primacy of the UCO advisory committees over the "dummy" Delegates. Olga knows the Delegate Assembly is where things can be made to happen or not happen, she is just really, really bad at making Delegates see things her way.
Judging from recent events, there is no "breakdown of our system of checks and balances". The Delegate Assembly IS that system, and from what I can see, it is working just fine.

If you read them carefully you would have discovered they are full of ambiguity, - vague in many instances, - and in desperate need of revision.
You made the statement of saying " The officers, including the president cannot ignore or defy the recommendation of these committees." Well, for your information smart ass, they did and do on many occasions. When the bid committee voted to choose HARDRIVE Company over M&M to pave Hastings, David Israel, Ed Black and Roger Carver defied them and used M&M.
You are apparently a snow bird and do not have a clue as to what is really going on behind closed doors in the village. Yet you have the nerve to get on this blog and act as if you know everything. Get you butt down here and attend some meetings before blowing more wind.
And "YES" the delegates do have the final vote and I hope to G-D they wake up soon before we all wind up in the shithouse.
That is the beauty of the "Information Foward Initiative" Olga- I don't have to "get my butt down there". I can watch the meetings from New York or my Condo in CV, make up my own mind, and blow all the "wind" that I want. Feel free to ignore me.

You and I both know that the Delegate Assembly is the final arbiter of all things UCO. Your frustration, evidenced by your perpetual foul mood, lies in your continued inability to direct Delegate opinion to suit your personal vendettas.
As far as "back rooms" and "closed doors" are concerned, I don't know much about that, but I do know one thing- you are not in those "back rooms", and on the outside of those "closed doors". Given your interpersonal skills level, this is not likely to change. You are no position to comment on these matters authoritatively, even if these supposed "scandals" were not imaginary.
You deal in buzzwords, namecalling, revisionist history, and innuendo. You hint at being "close" to some earthshattering discovery, but never quite get there. If you and the other members of the Lunatic Party could prove criminal activity, you would report it to PBSO, not post creepy accusations and conspiracy theories on an Internet blog.
