Financial solvency and stability is our goal. It is our stated intention to rebalance our needs and fees and inquire into past expenditures to trace missing and/or misappropriated funds. Over the past few years we have had careless and thoughtless use of our funds, reserved and otherwise and should the present administration continue, we will be in even more dire straits than before.
We propose to keep our funds in the designated reserve areas so we know how our monies are spent, where they go. The opposition's plan of throwing it all into one pot will purposely make it harder to keep track of our funds, the expenditure of our UCO fees.
We propose to be more exacting in the proffering of proposals and in the review and acceptance of responses and the signing of a contract. We propose to extend contract offers only after careful research, debate, and examination of offers. Our residents' money is to be spent with great care. It is not the President's money nor an advisor's; it belongs to the residents and the responsibility to protect those funds and use them wisely must weigh heavily on the officers of UCO.
Finally, a better system of checks and balances via the authority to sign checks must be instituted as too often funds have disappeared in the night, a la $80,000 recently. We must install an open and transparent system rather than the opaque and secretive system that is now in place. It will be a hard and long job to undo damage that has been years in the making, but we are determined to do so - especially, with your help and encouragement.
