The way it is supposed to work is that the Delegates are UCO's board of Directors, they are to run the way Century Village is administrated. The UCO staff and various committees are to carry out the mandates as promulgated by the Delegate Assembly.
So some how, we got it backwards. Instead of the Delegate's Assembly running, advising, how CV is to be administrated, UCO is telling the Delegates and everybody else how UCO, D.Israel, is Administrating UCO. Wrong, Wrong, Wrong.
