***Term Limits Petition***
This is a Petition to restore Term Limits for all UCO Officers and to Eliminate Conflict of Interest between UCO and the UCO Reporter.
Article VI
Officers
The Officers of UCO shall be a President, four (4) Vice Presidents a Treasurer, a Corresponding Secretary, and a Recording Secretary, Each of the Officers shall be elected by the Delegate Assembly to two year terms and shall be installed in their respective office at the annual installation luncheon to be held in the month of March. No officer shall hold more than one office at a time including the position of Editor, Co-Editor or Associate Editor of the UCO Reporter, and no officer shall be eligible to serve more than two consecutive two year terms in the same office.
This Petition must be signed by at least 25 Delegates. Those of you that wish to sign the petition can call Olga at (561) 281-2790 to have the Petition delivered to you.
well put and absolutely necessary
ReplyDeleteI believe anyone should have the right to challenge any OFFICER, at ANY annual election..We all know of individuals who continue to "Contribute" although they neither have the skills required to run any business, let alone one of this magnitude or personality to deal with those who do not share their views.. To re instate Term Limits, to me, means that I am "STUCK" with some incompetent, for 2- 2yr. terms...(4 yrs. in total) which is unacceptable, to any "Rational" individual...
ReplyDeleteDear BettieLee Bleckman you miss the point. The complaint is that without term limits you are absolutely stuck with an Officer you don't like. With Term limits he/she is gone at the term limit.

DeleteGary is correct. After the Delegates approve to restore Term Limits, it goes into effect immediately. The following steps are required to restore term limits.
Delete1. Petition with 25 Delegate signatures
2. Petition is given to the advisory board for a vote
3. Officers committee
4. Executive Board
5. Delegate Assembly.
If the advisory board, officers committee and executive board votes "NO" it must go to the delegates. If the delegates vote "YES":, it is passed.
Bylaws changes are determined by the delegates. Previous steps before the delegates vote are just a formality that we must abide by in order to bring the issue to the delegates for a vote.
Term Limits was the accepted choice for more than 25 years. When term limits were first challenged by David Israel , the Delegates voted to keep them. This was the choice of the in-season full compliment of delegates. David did not like the vote because he wanted to remain as President for life. He decided to invite Presidents/ Delegates to his office for a special meeting each month to tell them how wonderful he was and why they should vote to eliminate Term Limits. This was done off season when the majority of delegates were back north. The proper thing to do now is to restore Term Limits. To bring respectability back to the village by returning a political system which is democratic and fair to all the residents.

Term limits is for protection and for fresh air and new ideas. However, it does not preclude the ability to challenge ANY officer at any time but in fact might even make it easier to do so by making sure that we know that all officers can be removed for cause. Anytime.

ReplyDeleteOkay, let's assume Term Limits is passed on Sept. 1st. So, Term Limits applies on that date to whom? ----- retroactively to those currently in office, or to those who become officers in the next election? The next incoming officers?
If Term Limits goes into effect the day of the next election results, then, under the new ruling in effect, --- Israel cannot run again for the UCO Presidency until he steps aside for two years.
However, if the new ruling becomes effective "immediately," or the day it is passed, ---- then you need to apply it retroactively to those who were elected in the last election. The petition needs to say so, else it could possibly be challenged, and you could find yourself on the bad side of an argument.
I don't mean to sound lawyer-like, but you have to fully realize that in this Israel Administration, EVERYBODY plays the role of a self-declared lawyer. You just have a real need to be sure that you touch all of the bases. EDUARDO
The details, which are not completely covered in this post, will be be dealt with when the actual by-law is modified to include Term limits.
