No, the Delegates are not to be advised. They are not to be asked to Vote on this. After all this is a 3 year coming Emergency. The delegates are told to mind their own business, this is a real Emergency.
So, you may ask, what is going on here? The Elected President is taking over the functions of the Delegates. He is doing this by decry. He is doing this by Executive order. He wants what he wants and when he wants it. The Delegates can be advising on something else. They can Vote on something else. This is too important for the Delegates.
