SCANDALS – PART 11
More than just interesting, -- it’s shocking!
When you conceal items involving money, in my opinion, it’s the same as stealing. Concealing things in Century Village seems to be commonplace among people who control the money, and the good guys continue to wear blindfolds, earplugs and duct tape over their mouths. To put it bluntly, nobody seems to give a fiddler’s f—k as to what is going one. Only when it becomes ridiculously expensive to live in CV, will the moaning and groaning start and then finger pointing.
Let’s have a look at one particular issue … PAVING! To get a good idea of what I’m talking about, browse Eduardo’s Scandals articles, which can be found on MY VILLAGE BLOGGER.
On 9-4-2017, Donald Foster, LCAM, the CV Property Manager, reported:
“Paving – Federal Maintenance made repairs to walkways and bus stops at various sections. New job list was submitted to contractor for estimate. Walkway, bus stop, and roadway maintenance is an ongoing project.”
Patching of walk ways, bus stops and roadways, has been going on secretly for a considerable period of time. Logically, one has to ask” “Why is that? All of the paving is only about 5 years old.” If the paving was done PROPERLY, it should last between 12 and 15 years under normal wear and tear. Obviously, it isn’t going to last because it is and has been cracking up, wash-boarding, the surfaces are prematurely deteriorating; it is coming up because of lack of bonding, improper heating of bituminous concrete, perhaps improper rolling, and lack of proper preparation of existing pavement.
When Dorothy Tetro was the CV treasurer, she set up seven individual accounts relating to the budget. In the event there was an emergency, you couldn’t use any of the dedicated money unless you got the Delegate’s approval. Everything was above board and nothing was concealed. When Ed Black took over the treasury, sanctioned by David Israel, all of the monies were moved into a single “Reserve” account. Israel and Black could use the “Reserve” account money for anything they wanted without anyone’s approval. The goal was a concealment of the facts.
Get out the blindfolds, earplugs and duct tape over the mouths of the good guys who turn their backs.
So, what does all of that mean? It means that when the walkways and roadways fell apart prematurely, Israel and Black took the money, whatever amount of money, and repaired these areas. Where are the competitive bids? Where are the bidding documents? Where are the invoices? Who explains why the work is necessary? No doubt, hundreds of thousands of dollars have already been spent on re-paving the new paving job and this should not have been necessary …. consult any architect or engineer and you’ll get the same response.
Mr. Foster states that the “walkway, bus stop and roadway maintenance is an ongoing project.” He tries to wiggle out of a serious statement by using the word “maintenance.” Patch paving a 5 year old re-paving job is hardly maintenance; it’s a cover-up for a failed paving job that was improperly performed. Mr. Foster no doubt ordered patch paving to be done so that when the walkways and roadways are inspected by the defendant’s professionals, it can then be reported that nothing appears to be wrong with any of the “original” work. You don’t need a private detective to figure this one out. Right before your very eyes, the paving contractor will spread dirt free of pebbles and rocks on a large roadway patch so that it will not look new. The dirt swept around will make the new patch blend in with the existing roadway. There is a word for that … deception.
Mr. Foster, with the approval of Israel, and Israel’s button pusher – Black, are spending your money. In reality, the paving contractor, M & M Paving Contractors, should be paying for all of this work from day one of walkway, bus stop and roadway failures to present date and beyond because they knew, or should have known, that failures were going to occur rapidly due to labor and material deficiencies.
Inasmuch as Israel and Black permitted a single page contract for a paving job costing over five million dollars and disregarding their fiduciary responsibilities, and their actions and non-actions creating an extremely poor paving job, then they should be responsible for the cost of all patch repairs past and future. Israel and Black need to be stopped cold in their tracks and be held fully responsible for concealing the facts and causing extreme monetary damage to the people of Century Village.
By the time enough money is saved for a new paving job throughout the Village, the patch paving “ongoing project will probably exceed a half million dollars. Hey you! – with the blindfold, earplugs and duct tape over your mouth, -- who are you going to blame, Vivian Walsh or Kurt Weiss? A better question – when patching of the patching of the re-paving job comes about – who do you hold responsible – anyone that Israel and Black names.
I remember what an elderly woman at the Hastings pool once said – “I don’t care if they steal, as long as they don’t steal a lot.” God bless women over 90.

A scathing indictment of UCO
A hard hitting, no holds barred article about the mismanagement of CV money and the consequences of the lousy paving job, was published by EDUARDO as part of his "SCANDLES"series of articles.
It seems that UCO is quietly repairing sections of paving under the guise of "Maintenance". That means CV is paying to have it done! M&M Paving, who did the repaving job about 5 yrs ago should be fixing up their job at their expense.

My way or the highway.
Why would David Israel dismiss a competent and motivated volunteer who sacrificed her time and bestowed her considerable talent in volunteering to chair the advisory committee?
Insiders at UCO, dismayed at this latest action, report that Israel is extremely unhappy that the chairperson appointed two ladies to the committee that he doesn’t like. They also report that his dislike stems from his intolerance for any opposition or question, and he is angered when he doesn’t get his way.
When Israel demanded that the chairperson of the advisory committee dismiss the two ladies he wanted off the committee, the chairperson refused. Israel then sent the chairperson a letter of dismissal and sent letters of dismissal to the two ladies in question. He has the authority to dismiss the chairperson, but the appointees are not under his authority.
It certainly is not in the best interests of CV residents that Israel can use his position to get what he wants. The way it works under our bylaws is that the President appoints the chair of committees, the chair then proceeds to appoint the rest of the committee. It works that way to prevent any one person from using their authority to control everything.
Israel’s action in dismissing the chair is a twisted subversion of the processes put in place to assure residents are getting good representation.
There’s no doubt that an appointment will be forthcoming in the near future, and no doubt the appointment will be someone who will comply with Israel’s demands whether they are practical or not.
Committees are in place to represent the wishes of the residents, not to satisfy the personal whims of the President.
This conduct is the reason it is difficult to find willing volunteers to serve on the UCO committees. VP. Fausto Fabro lamented this situation at the last delegate’s assembly. He complained that despite his efforts to entice residents to visit the UCO offices with the purpose of becoming acquainted with the organization in the hopes that more volunteers would take part. He was dismayed that not one resident showed up and no resident expressed interest. In light of the way volunteers are being treated by the President, its little wonder.
The option of recalling the President then installing a new one is not really a viable option due to the way the committees are populated with Israel’s supporters, who are more than willing to turn their backs on the principles of fair play in order to maintain their positions in the administration.
Delegates who either don’t see the big picture, or simply don’t want to see it are responsible for electing Israel to the position of President. Those delegates who voted for him should take a critical view of his actions in subverting the by-laws and manipulating the system.
It’s not just the dismissal of the ladies from the advisory committee that is objectionable. There are many other issues that are, or should be a concern to CV residents :
. The recent disposition of eight hundred thousand dollars to WPRF in the replacement of the air conditioning units in the clubhouse.( the question of whether it is a capital improvement, and therefore the responsibility of the owners or a regular maintenance job and billed to UCO, could be settled under the dispute resolution procedure enshrined in the lease agreement. David Israel has refused to implement the procedure, opting to pay the money to WPRF without questioning or seeking resolution through arbitration.)
. The awarding, in secret, of a huge contract to CSI without delegates approval.
. The hiring of a resident to act as a Community Association Manager, then appointing him to the position of head of the investigations department, contrary to the by-laws and long held policies of UCO. ( The head of investigations has traditionally been held by a volunteer, by appointing the CAM. To act as the head , residents are in effect paying for the job.)
. The continued pursuit of village wide WIFI contrary to the stated wishes of the residents
. The recently expressed wish to terminate the bid committee, leaving residents open to questionable expenditures.
. The practice of censorship and the domination of the village media.
. The termination of the village ombudsman.
. The comingling of funds.( traditionally funds were placed in designated accounts. Co-mingling the funds makes it difficult to determine where it’s is going)
. The unauthorized expenditure of over two million dollars in the re-paving contract.
. The abolition of term limits.(The premise that term limits prevents competent residents from serving is patently false. UCO is a volunteer based organization. Anyone can serve if they really want to whether they are elected or not)
. The proposal to change the bylaw regarding petitions by residents to amend the bylaws. (currently 35 delegate signatures are required on a petition, the proposed change would raise that number to 117.)
A larger, more troubling situation is that David Israel agreed at a delegates assembly to allow a resident CPA (Ed Grossman) to conduct a forensic audit of the financial records of UCO. He avoided a motion on the issue by agreeing to allow access to the records. Subsequently he denied access when Ed arrived at the office to conduct the audit accompanied by George Lowenstein, former President and Treasurer of UCO and Dorothy Tetro who also served as Treasurer. Not permitting them to inspect the books as agreed at the assembly leaves residents wonder what they are hiding.
Israel’s excuse for not permitting the audit is that audits should be conducted by unbiased auditors. That doesn’t make a lot of sense when one considers that numbers don’t lie, regardless of any bias of the auditors.
The removal of the chair of the advisory committee simply because she wouldn’t comply with Israel’s unreasonable demands should not be tolerated.
The committee is currently engaged in an initiative to re-write the UCO by-laws. Those by-laws impose regulations that the administration must comply with, they are enacted to protect the interests of the village residents. Are we to expect that unless those by-laws are written in a way that Israel favors, more committee members will be forced to “hit the highway because they don't want to do things Israel's way?”
It’s easy to see that Israel’s conduct will continue unless some action is taken by the residents to curtail it. He hasn’t shown any inclination to modify his behavior on his own. A recall is possible if enough residents see the light and join the growing dissatisfaction.
Perhaps a by-law outlining a procedure for appointing committee members and removing objectionable people should be enacted. It doesn’t seem fair that one person has all the authority over who gets to take part and who doesn’t. One person dominating the administration doesn’t follow the democratic principles we expect.

On Dave Israel's Blog Ed Black is a real Doer.
That's right. He did help spend about 10 Million Dollars the last time he was Vice President of UCO to rebuild the Clubhouse. There was a lawsuit to recover that money and only 3 million dollars were recovered by the Residents thru UCO.
He was some Doer!
By the way, that money spent didn't include the Theater which was built by the next administration when he was a VP.
He was a real Doer! When he was Treasurer of UCO when the Paving job on the Roads was done. He knew the Reserve fund had only @3,300,000 in it and the job was going to cost about $5,000,000. Yet Ed Black, Dave Israel and Roger Carver went full speed ahead even though the Engineers Report recommended that the job could be done in 2 parts over 3 years.
The three people mentioned said it cost $1,000,000 to remobilize the equipment if we did it in 2 parts. Big Lie.
So, Ed Black emptied out all of the Reserve accounts and all the CD's to help pay for a disgusting job that is cracking all over the Village

Don't Vote for Ed Black. Don't vote for Dave Israel and the Second Team. Vote for Phyllis and the First Team.
And next comes Joy Vestal another great one of Dave Israel's Candidates.
Try to put an article in the Reporter that is contrary to anything that the Administration says and you are Dead in the Water.
Try to answer anything written about you that is untrue. There is no chance you could put a rebuttal in the Paper.
These are a couple of the wonderful Candidates. Definitely do not Vote for them!!

Bravo to Edward Ross for that wonderful and informative article on the terrible paving job done on our roads.
When UCO had their Forum David Israel asked Phyllis Richland what she thought about the frivolous lawsuit against him and UCO. Of course, Phyllis is not involved in it and of course, did not answer.
When I saw Howard O'Brien in his office one day the topic of the road paving came up. He said to me and I quote "It was done terrible and this time, we will do it right and it will cost around 15 Million dollars." I am assuming that the reason it wasn't put up in this year's budget was because it was an election year and they didn't want to charge the extra money. But the residents will definitely feel it if Israel is re-elected.
Let me tell David Israel that the Lawsuit is going forward and will probably be amended so that the lawsuit will be for 10-15 Million Dollars and will probably include some additional people.
One of the things the Israel lied about is when he said if we did it in 2 parts it would cost a Million Dollars more. I have it in his writing and of course, that wasn't the facts at all.
If he, David Israel, Ed Black and Roger Carver would agree to take a lie detector test, they would have an opportunity to get all the facts out.
I would arrange for the test for all three.

Paving Scandal #7C
THE UCO PRESIDENT MUST BE HELD RESPONSIBLE:
Read Eduardo’s SCANDALS articles on My Village Blogger and you’ll have a pretty good preamble as to what I have to say.
PAVING, PAVING, PAVING. That is discussed repeatedly, and it should be. Why?
Because well over five million dollars of OUR money was used to perform this work. And, since they now took all of the monies and mingled them into a single account, they can use whatever amounts they want without accountability.
They, Israel, and his back-room button pusher Black draw down from that mishmash single account and hire contractors to make repairs. Repairs everywhere without any of the Delegates knowing what is going on. So, when engineers are eventually called in to assess the condition of the roadways parking areas and sidewalks, they’ll have to say that everything is in fairly good condition. Trickery and fraud right before your very eyes. Instead of spending $5,350,000, it will be closer to $6,000,000, and the need for repairs will become more constant.
Be prepared for another con job. Israel and Black will conjure up a sneaky plan to sell you more paving. Only this time, a good deal of the existing paving will have to be removed in order to cope with severe drainage conditions that were never addressed the first time the work was done.
Well, what happened? Why are the roadways, parking areas and walkways deteriorating prematurely? I was there every day that the work was being performed – voluntarily – and as a Registered Architect (Ret., Florida License #6796), I can tell you what I observed. Because there are literally hundreds of omissions and deficiencies in the work and how it was conducted.
If you consult with any professional who knows anything at all about paving, you will find that there may be strong suspicion of money changing hands because there were no controls set in place to prevent it from happening. Who was ultimately responsible? Israel, of course, the UCO President was totally and absolutely responsible, and Israel used Black to con everyone into believing that what they were doing was correct. Israel knew, or he should have known, how to handle a job like this with a complex scope of work, and he wouldn’t accept anything anyone had to say. Would you allow a cafeteria worker to do the accounting for General Motors? This is not like Israel saying something like “So, I made a mistake.” This is not a $500 job or a $5,000 job or even a $500,000 job, we are talking about well over $5 million and counting. It’s criminal to think that “It’s done with, so forget about it.” You have to wonder – “Are they going to do the same thing again?” And, the additional work of scarifying, milling and striating and provisions for positive draining, will eat up a good additional million dollars.
I had offered my professional services to Israel, pro bono, and he said that he would get back to me. He never did? Why? I would interfere with his egotistical agenda and Black’s schemes. Huddled in a corner one day were Frank Cornish, Dom Guarnagia and Roger Carver (the UCO CAM when this project was under way) in a heavy conversation about the ongoing paving job. I listened intently and then offered some constructive criticism to some major problems. They were working for Israel, and what I had to say went in one ear and out the other.
Where I come from, a President doing what Israel did would be immediately fired and the entire matter investigated by the Attorney General’s office for possible indictments.
WITHOUT QUESTION, -- ISRAEL HAS GOT TO GO, -- AND WITH HIM BLACK.

This is not like Israel saying something like “So, I made a mistake.” This is not a $500 job or a $5,000 job or even a $500,000 job, we are talking about well over $5 million and counting. It’s criminal to think that “It’s done with, so forget about it.” You have to wonder – “Are they going to do the same thing again?” And, the additional work of scarifying, milling and striating and provisions for positive draining, will eat up a good additional million dollars.
I had offered my professional services to Israel, pro bono, and he said that he would get back to me. He never did? Why? I would interfere with his egotistical agenda and Black’s schemes. Huddled in a corner one day were Frank Cornish, Dom Guarnagia and Roger Carver (the UCO CAM when this project was under way) in a heavy conversation about the ongoing paving job. I listened intently and then offered some constructive criticism to some major problems. They were working for Israel, and what I had to say went in one ear and out the other.
Where I come from, a President doing what Israel did would be immediately fired and the entire matter investigated by the Attorney General’s office for possible indictments.

Ed Black and our money.
I couldn't believe it when I heard that Ed Black was running for VP of UCO, the following is a resume of ED Blacks service to UCO and the disgraceful results of this service to the Residents
When Bob Marshall was President of UCO and Ed Black was a VP of UCO, Bob Marshall didn't make a move without direction from Ed Black. So when Bob Marshall signed secret agreements with WPRF that cost the Residents Millions of dollars after the hurricanes destroyed our Clubhouse and it had to be rebuilt. The date of the signing of this Document was Feb.22, 2005.

The next wonderful contribution Ed Black did for the Residents was when he was Treasurer of UCO. I was in the finance Committee and agreed with Mr. Black that the fund for the paving of the Village had only $3,300,000 in it and that the paving job was going to cost around $5,000,000. THE TEAM THAT ISN'T - "TEAM DAVE"
Welcome to La-La Land, or so it seems, or perhaps the land of Newspeak. People act as if saying something makes it so, a toddler level of thinking and such is what we have in "Team Dave".
First of all, let us remind people of a simple fact: there is no such thing as Team Dave. It is a twisted and imaginary example of pure plagiarism and wishful thinking - if Phyllis has her Team Phyllis, and people had shirts saying that, then David Israel, in his toddler tantrum behavior wanted his own team, never mind that it did not exist. So he made up one - Team Dave, continuing his style of ripping off ideas from others, of co-opting the ideas of others and acting as if they are and were his own. Tsk, tsk, little boy, I think you need a time out!
Now that we know that name is a misnomer, let us move on. David's apologist, his speechwriter and ghostwriter, Lanny Howe, writes how Phyllis did not answer questions and showed a lack of knowledge about Wi-Fi. He continued the rude and crude policy of creative accusations, ones that never were, as he and David accused Phyllis of not doing her job as a VP and thus being unreliable. So let us turn to the truth! Oh, and by the way, for those of you who operate on a lower level, ignoring the stupidity and lies of another, refusing to give them dignity with an answer or response, is to show the real contempt that those words and those people deserve. Think again Lanny.
Phyllis was in the office early and worked late out in the field. She supervised the elections and meetings of associations who requested her presence. She was known as a peacemaker for troubled boards and came no matter who called or when called. She was elected VP again and again because people trusted her, confided in her, valued her efforts on their behalf, appreciated her efforts and successes for them and the Village. I have seen people from her past here in the Village rush up and hug her, thank her for what she has done, or fellow members of a community organization grab her and reminisce about her work with them.
And always, there is the understanding that yes, she resigned - her beloved son had died suddenly and heartbreakingly and Phyllis and Stew were devastated. They gathered their wits and their remaining strength and no one, NO ONE can understand their pain unless G-d forbid they were ever in those shoes. You, David, have no one and nobody. You mourn no one and quite frankly, no one will mourn you. How dare you try to ridicule one who has to deal with the pain of a soul ripped in two, of a heart shredded. How dare you and your minions criticize a bereaved parent, for each reacts in his/her own way. You, of the unfeeling and immature heart, will never understand this and shame on your sycophants who followed in your cruel path.
As far as resignations are concerned - how about Team Dave's VP, Cornish, who also has resigned at various times, who has little or no self respect as she works in the administration of a man who called her, in public, a toxic tart and a whore of Babylon, whose husband who now wears a button of yours, had a no holds barred fight with you that almost resulted in fisticuffs and language was used that blistered the ears of the onlookers inside UCO. How could one work with a man who called his wife names or a wife who heard her husband called a piece of ,,,,,by the very same name caller. And by the way, Barbara, for one who misses out on so many meetings, supposedly showing up by phone, I have been at some of those meetings where you tune in that way and hear how things have been shouted and misunderstood, with many nuances uncaught so you who decided to chide Phyllis in a hectoring tone about her attendance had better go look in the mirror. As Michael Jackson sang, start with the man in the mirror.
Next up? Joy Vestal and the proposed new Corresponding Secretary. More incest in the ranks. We already have Joy Vestal quite poorly running the paper she has destroyed and Channel 63, which has deteriorated into a rolling bulletin board and finally there are some election statements on there but even that is tainted by the exclusion of some candidates - those who oppose David Israel amongst the excluded. In addition, she is a VP and the conflict of interests is glaringly clear. Now we have Bobbi Levin, ANOTHER paper person who wishes to have a position as an officer of UCO. Again??!!! Another double position holder? Again, another person with conflict of interest issues. The incestuous relations are astounding and Team Dave values them immensely, for they give him more and more control over the Village.
More? Okay. How about the fact that obviously none of this supposed team has ever built a team for here is a quote from a CEO interviewed in the Times. "...you build mutual respect so that you don't create a team of mediocre people who are all happy with each other and don't challenge each other. You want people who can challenge each other...." More? Here's another. "You're not entitled to success. You've got to work at it. You have to be trusted. .." And baby, does that leave you out of the mixture, David Israel.
I suggest that each and every one of you read the Sunday NY Times Business section, second page, top of the fold, wherein every week a CEO is interviewed as to his/her thoughts of what makes a leader, what makes good management and to a one they all say diversity of thoughts and thinking, people who will challenge the status quo, people who have strong characters, strong enough to stand up for ideas. Respect must be earned and teamwork has no room for egos. How can we possibly say that in a "team" with a man sick with paranoia, a man who claims that people all over the world are reading about him, a man who insults others by calling them religious terms and thinking he is so clever, a man who surrounds himself with yesmen and fires all else, a man who violates all laws and regulations, a man who failed on his civilian job - could not see the Russian Revolution Part II for nothin' but did adopt his own version of Krushchev banging his shoe on the desk at the UN even as he bangs that damn gavel of his, trying to shut down one and all who ask awkward questions of him and demand answers.

Are these members of the team the people who went into Phyllis's office when her son died and rifled her Rolodex, went thru her personal desk drawers and papers, who can coldly accuse her of carrying out four file cabinets worth of papers at such a time, never mind the physical thought of this little lady carrying out such a load!
Phyllis knows about Wi Fi not in the technical sense and for that there are techies by the dozen, but in the dollars and cents understanding of it. She hears the Village and their resounding vote to turn it down. She questions this constant rant of "oh, it will raise values when selling" but we who live here do not want to sell - we want to LIVE here, in safety, with our constitutional rights, with our own decisions, with the knowledge that our leaders are out for OUR good and not for their own desires, knowing that we will dive into a multi million dollar contract ONLY when sure of its value - something David Israel and Team Dave have no clue abut it. We want a leader and a team that will look to the future and not rest on what was past, to have original ideas rather than coopting those of others and by the way, Lanny, here is another tidbit for you and your boss. When dealing with an opponent, it is always polite to say that they have accomplished something and there is also the sarcastic statement of that as well so look again, Lanny, look again and think again. Do hate to bust your bubble but so be it,.
Phyllis will insure that contracts are vetted so that when we repave the road from the disaster that it is now and has been ever since the tragic parody of a paving job for five million plus dollars, when that happens, there will a multi page contract which spells all out, not a one page contract which did not provide for a performance bond, which did not demand an onsite dedicated project manager, which involved the manipulations of funds and disaster in the offing, which resulted in what we now have - a road system in tatters so to speak and a smug "team" leader who worries about the retiling and recarpeting of his offices. Self centered egotistical selfish outlook of a man who needs to go out to pasture and contemplate the idea of truth and justice and real teamwork.
Where was his"team" when Donald Kelly entered the Village scene, donated funds to guess who? and then assaulted the very heart of our Village and continues to do so. Where was the "team" or the "leader" to do something? Why did these very same people turn away the residents who came begging for advise and help? Where were they? All they had and still have are excuses and perhaps self interest? Who knows, for transparency is not the name of the game in their "team". When will they tackle the problem of transients in the Village, of the spreading motel business, of the sober and halfway homes that are beginning to appear? When? When it is too late?
So, David, Lanny and the rest of the "team" keep on your path of co-opting the ideas and plans of others as you have done in your "speech", keep telling lies, keep on your destructive path and you know what? All those who vote for you deserve the horrors that will befall the Village but all of us out here who would vote you out in a second if we had universal voting here of a resident owner of a unit being entitled to a vote, if we had that - you would be gone. That is how many people have asked to volunteer for Phyllis, asked to give money - which Phyllis turns down in the name of honesty and fair government.

Well, in addition to siccing governmental entities on us here in the Village, after they got tired of him, he has turned to a new approach. Having fired Pat, the guy who was basically a handyman cleanup guy in the Village, who rode around in a golf cart and picked up fronds, etc, well, his replacement now wears a GLOW t shirt, the name of the cleanup crew that is paid for by WPRF. This man, who is simply following orders and must not be involved in any way, is the one who has broken and torn down the signs on the fence - a fence that does not belong to the Village but to another and we have heard no word of protest from him, have we, about the signs. So, when asked if and who told him to take down these signs guess who? Try again if you missed the obvious. Why yes, it was dear old David Israel, he of the Team Dave, he of the violation of so many laws now who can now be prosecuted for vandalism and destruction of the property of others and we can go on. Lovely thought that. Now - who is paying this man to do that? Is David paying with his own private funds? Lends itself to great thoughts to follow on that! The Clubhouse Pools and the other Private Pools.
I will tell you what I think.
The other day I had the opportunity to visit the Pools at the Club House. They are superb. The lap pools have been redesigned into a beautiful round pool, with paving blocks all around. Beautiful.
The indoor pool is still a work in process, but you can see this is also going to be beautiful pool and a pleasure to use.
Nice job, Eva.
Now take at look at some of the Private Pools, particularly the Wellington Pools. To say that they resemble something you might see in a 3rd world country is saying a lot. They look seedy and they are.

Who is Dragging us down?
In reading the latest issue of "The other Newspaper" I read an unbelievable article bashing the Messenger club in general and myself in particular. I have mixed feelings about some of the writings in the article. I am quite happy that the other newspaper finally realized that our little paper is a cause for concern. I am also quite happy that they are scrambling to confront some of the issues that The CV Messenger raised in the last few months. Issues that until the advent of the CV Messenger were stonewalled or swept under the rug in the pathetic attempt to portray the village as a perfect paradise, when in reality there were, and still are a lot of objectionable issues that need attention.
The author objects to articles published on the basis that they are not written by a unit owner, as though not being an owner somehow puts renters into the category of second class citizens. To maintain that just because a person does not own property they are not invested in the welfare of the community is absurd, comments that "renters" should have no status and no voice in the community harkens back to the days of Jim Crow laws and smacks of bigotry and discrimination. Ranting about the people making objections rather than addressing the issues is the last defense of the scoundrel.
The author goes on to say that the videos and pictures posted on the Internet are a source of embarrassment and are " dragging the village down " I say that if anyone is embarrassed by actual pictures or videos showing stinking fish and rotten vegetation then they should do something about it. Keeping quiet while the fish rot on the shores is not an effective approach to solving anything. The issue of the scummy water was brought to the attention of the administration a year or more before the video was produced. Due to the lack of action and the ignorant attitude of the administration it was decided to show everyone the truth in the hope that they would be embarrassed and do something about it. The same thing can be said for the Sheffield O situation which festered for more than three years . that's a situation that would definitely " Drag us down" . The CV Messenger printed the story, suddenly there was a mad scramble to do something. The Sheffield O issue is finally being recognized as a threat to the village and something is being done to fix it. Perhaps the author of the article would be inclined to encourage his family to invest in a unit in Sheffield O and live there despite investing unknowingly under the threat of termination and living among a transient population. Besides: why would you worry about property prices unless you are speculating in the hope of making money rather than enjoying retirement ?
Finally: in response to the question : "Why are you dragging us down ?" I would have to respond by saying I'm not dragging anything down. The recent wasting of millions of dollars in a botched paving job, The stories circulating the village (whether true or not) about the fleecing of residents in repairing the clubhouse after the hurricanes, the abolition of term limits and candidates debates and the censorship of village media, the loss of the golf course , the scummy water in the lake, the animosity and frustrations at the assemblies, the ignoring of residents pleas for help , the ill treatment of volunteers, the censorship of village media and the imposition of unreasonable regulations regarding clubhouse use , the frivolous spending on the WPRF facilities that can be compared to leasing a car, spending thousands to customize it, then giving it back to the leasing company, and uncontrolled spending that goes on and on causing rates to go up and up are all things that are dragging Century Village down.
I am motivated to reveal the things that are actually dragging us down to allow others to see the reality and hope that it will compel those in a position of authority to do something instead of hiding and ignoring things.

The author objects to articles published on the basis that they are not written by a unit owner, as though not being an owner somehow puts renters into the category of second class citizens. To maintain that just because a person does not own property they are not invested in the welfare of the community is absurd, comments that "renters" should have no status and no voice in the community harkens back to the days of Jim Crow laws and smacks of bigotry and discrimination. Ranting about the people making objections rather than addressing the issues is the last defense of the scoundrel.
The author goes on to say that the videos and pictures posted on the Internet are a source of embarrassment and are " dragging the village down " I say that if anyone is embarrassed by actual pictures or videos showing stinking fish and rotten vegetation then they should do something about it. Keeping quiet while the fish rot on the shores is not an effective approach to solving anything. The issue of the scummy water was brought to the attention of the administration a year or more before the video was produced. Due to the lack of action and the ignorant attitude of the administration it was decided to show everyone the truth in the hope that they would be embarrassed and do something about it. The same thing can be said for the Sheffield O situation which festered for more than three years . that's a situation that would definitely " Drag us down" . The CV Messenger printed the story, suddenly there was a mad scramble to do something. The Sheffield O issue is finally being recognized as a threat to the village and something is being done to fix it. Perhaps the author of the article would be inclined to encourage his family to invest in a unit in Sheffield O and live there despite investing unknowingly under the threat of termination and living among a transient population. Besides: why would you worry about property prices unless you are speculating in the hope of making money rather than enjoying retirement ?
Finally: in response to the question : "Why are you dragging us down ?" I would have to respond by saying I'm not dragging anything down. Disgruntled Comcaster.
COMCAST TV – NOT THE GREATEST
Out on the golf course doesn’t seem to be the greatest pastime anymore. It costs too much and takes too much of your time. Walking and physical fitness seems to have been creeping up steadily. So, in between what you like to do and maybe forced to do is getting some munchies and hoisting a few before a movie-sized TV screen. A great pastime for the Century Village aging community, even with 60% story and 40% ads, or on some shows 50%-50%.
But, how many of you have experienced your TV making weird noises, your picture flutters and then dies right before your eyes. It then looks like your TV went bust, but after a bunch of scuffing noises, and picture interferences, your screen goes blank. If you fool around with the buttons, and that’s probably the average thing that people do, you might get information on your screen that it is re-loading, re-booting or what have you, and it will take five minutes, or a certain loss of picture code that you need to talk to Comcast about and it gives you a phone number, or a half-dozen sets of instructions that cause you to foam at the mouth.
So, you’re watching your favorite program or the news or you’re into a movie and you lose your picture and it doesn’t’ want to come back so quick. Totally flustered, you then pick up the phone and if you have a phone number handy, you call COMCAST. Now, you’re in for an experience.
Of course, you’ve got to have the patience of a 5 o’clock commuter on Okee. Aha, you reach a live person, - a real person who you can converse with you who speaks an unfamiliar dialect. You explain your problem to this person. That person is sympathetic and kind and appears to have a prepared document to read from. If you’re like the average person, you get this TV picture loss frequently. As a matter of fact, some people lose their TV picture 3 or 4 times a day. Others, 2 or 3 times a week. And even others who say that they never lose their TV picture and they’re either lying or they don’t watch TV very much.
You convince the COMCAST person over the phone that the problem you’re having occurs so often that you really need a technician to come out to your apartment. They try 10 or 20 different ways to talk you out of it, but if you hang in there, they’ll agree to send a technician our in 2 or 3 days hence. So, you’ll suffer a little while longer. But, it doesn’t end with that call. Subsequently, you’ll get a call from India, - yes India. And that person - speaking a broken King’s English - is going to try and walk you through getting your TV to work again instead of having a technician come out. Yeah, that’s right, -- from India a person is going to tell a 70 or 80 year old CV resident how to correct the problem.
Then you’ll be inundated with follow-up calls from COMCAST, some of which are electronic, and intimidating the hell out of you. You could get 3 or 4 calls the days before they intend to be at your apartment to be sure that you’re going to be home, and their window is about 5 hours.
Well, it doesn’t work well at all. Your TV will not be fixed. It will happen again and again. Alright, the technician arrives, and he may be at your apartment not on the day scheduled. The tech goes through the motions, looks things over a bit, goes downstairs to their distribution panel box, maybe installs a new resistor or installs a new cable box or tells you that you had a loose wire, or some other cockamamie story that he or she hopes you will accept. COMCAST will even try to bill you about $40 if they determine that it was not their equipment at fault.
We, the people of Century Village, have a continuing contract with COMCAST for over three million dollars a year. And, besides that, - you’re paying monthly. And, believe it or not, if you’re a new owner, you’re expected to pick up your necessary equipment from COMCAST and install if yourself. If COMCAST has to come out to your apartment and install the equipment, including the necessary cables, - then you’ll need to pay for that work. There is nothing in the contract that says otherwise.
Alright, you pay, then, it doesn’t work so good. Then what? Try going to UCO and discussing that faulty TV picture problem, and asking them to resolve the ongoing issue with COMCAST. You are treated like you’re a trouble maker. They don’t know how to handle the matter nor do they want to. The big question is “WHY?” Instead of telling COMCAST that they’re not delivering a service which is expected of them, they choose to back away and do nothing.
Why is the UCO administration (Israel & Black) doing nothing about continuous COMCAST TV problems happening throughout the Village? It’s like the $5.2 million dollar paving job; award it and then do nothing to see to it that it’s carried out correctly. It’s like buying a loaf of bread for 10 bucks and then finding out the bread is stale and you’re doing nothing about it.
From what I have learned, COMCAST does not want to increase their signals or do whatever they have to do in order to correct this ongoing TV picture problem that is happening to many, many people. COMCAST, it seems, has taken a band aid approach with the intention of pacifying CV residents until they “learn to live with it.”
If you have experienced any part of what I’ve spoken about hereinabove, then in order to get this current administration to act, you need to band together and make demands upon UCO to get COMCAST to fix the problems or violate their service contract; in which case monetary penalties may be in order. Demand that UCO deal with the problem because they have the contract with COMCAST not you. Oh, they’ll try to give you a BS story as to why you must deal directly with COMCAST yourself. Don’t let them get away with it . . . make it their problem.
Three million dollars plus, - - one would expect no problems. But, if there are problems, one would expect that they would be fixed expeditiously, without cost to the apartment owner, and the fixes are made permanently. Bob Marshall, -- are you listening and do you care? Are you capable of being able to address this matter prior to your trips to purchase cookie and cake using a permission note?

Finance Committee with Hidden officiers!
The finance
committee meeting held yesterday was another example of shambolic design.
Upon
entering the meeting room a guard stood at the door like a bouncer at a gin
joint checking identifications before permitting entry. No renters allowed was
the order of the day. The room was sparsely populated with only about 31
attendees present, perhaps the lack of attendance was caused by the poor advertising
of the event. The email received by residents announcing this highly important
meeting is being selectively sent to supporters while critics and others who
question too much are denied.
There was no
video recording either, usually these meetings are posted on the internet for
all to see. When Howie Silver questioned why there was no video recording,
Howard O'Brien gruffly stated “Because I chose to not record it” Another
example of UCO working in the dark !
Two new
members of the committee were introduced: Donald Foster and Tony Salometti.
But conspicuous by their absence were UCO VP Fausto Fabro, Corresponding
Secretary Pat Sealander, and Executive Board member Herb Finklestein. From the
look of the committee it's obvious that there is not now and there will not be
any real questioning of the budget
proposals.
True to form the committee obediently raised their hands and nodded
their heads and kept their mouths shut
under the watchful eye of David Israel who sat in the audience, not one question or objection was raised by
anyone on the committee. Not one line item on the proposal was questioned.
Audience
members did raise some interesting points which were quickly put down, when
questioned about costs regarding the WIFI/Broadband initiative that David
Israel has been so vigorously promoting the discussion was quickly slammed
shut. The point was made that a “doorway
fee” ( monies paid by companies vying for the contract) is not acceptable.
Marilyn
Pomerantz discovered a mistake in the dates indicated at the top of the
proposals, Howard O'Brien answered by saying that he does not have anyone to
proofread his work and that mistakes are inevitable, Marilyn countered by
asking how the figures in the proposal can be trusted as accurate if no one is
checking. Marilyn also raised the question of funding the legal work for the up
and coming agreement to replace the
Millennium agreement. No definitive answer was offered by the treasurer.
Questions
about the co-mingling of funds were answered by O'Brien with the statement “ if
the house is on fire we need to be able to access the funds” He didn't say that
the funds can be accessed even if the house is not on fire.
Howard
O'Brien voiced his opinion that the fifteen million to fix the disastrous road paving job needs
to start being collected as soon as possible , George Lowenstein asked if a
loan could be taken out to repair the roads now and pay later, the answer given
was : NO … MAYBE.
Apparently
two engineering firms have been hired to do an analysis of the roadways. Who
approved that ? Where did the money come from ? And one has to wonder whether
or not their recommendations will be implemented, unlike the previous road
paving fiasco where a twenty five thousand dollar engineering study was ignored
in the rush to get the contract signed.
This
committee meeting was one for the books, no real substantive answers given, a
good portion of elected officers absent,
no recording, no real effort made to notify residents, residents denied access
based on ownership of units, blatant stonewalling and evasive answers, and
elected officers who should have been
front and center hiding in the audience. Now the proposal will be carried
forward to the next committee where the same people take another kick at the same
can and will no doubt sit and nod their heads and raise their hands on cue, and
on to the next committee where the same people take another kick and another
vote.
Shambolic is
a good description of the proceedings, with the sham in shambolic being the
operative word.

Ed Black etal
David Israel
has written on his Blog and I quote. “Two of these, in my opinion, should be
elected based on a proven track record of concern for our Village.”
Do you
remember when we were children and we went into a candy store and they had
candy on display. We wanted some of it and our Mothers said NO. We stamped out
of the store crying and stamping our feet.
That is
Barbara Cornish. She could not get what she wanted which at the time was Term
Limits so she resigned. She was elected to serve the people and she walked out
of her responsibility to work and serve them. Now she is back running for
office. Why would you want to vote for a quitter?
At an Officer’s
Meeting when Barbara Cornish was a VP. David Israel, ever the gentleman, called her “a
Toxic Tart”. How can anybody with any self-respect or dignity run for an office
under the auspices of David Israel after the insulting remark, so she can quit
again in the middle of her term? Maybe she will not like another vote at the DA
so that if elected she can again quit in the middle of her Term. This is not the type of individual you want representing
the residents on the board on the Board.
Ed Black was
a Vice president when the Hurricane destroyed our Club House. He ran that group
of officer’s tasked with the repair.
He was
partly responsible for spending 10 million dollars of the Village’s money to
have the Club House repaired.
Most of this
money was not the responsibility of the Residents and should have been returned
to them. They had to sue to get back part of the money. He was not concerned
for the Residents.
Ed Black was
the handpicked Treasurer of UCO when the roads were being repaired. He emptied
the treasury of almost 5 Million Dollars when it was not necessary to do then
job all at once according to the Engineers report.
The
Engineers said in their Report that the Paving could be done in 2 parts over 3
years.
Ed Black told the Delegates that if they did not do the job all at once it would cost $500,000 more to move the equipment out of the Village and then bring it back at another time. David Israel wrote in the Village Reporter it would cost $1,000,000 to re-mobilize the equipment. The other 2 bids we received said it would cost about $85,000 to re-mobilize the equipment, Ed Black David Israel and Roger Carver pushed the Residents to use M&M Paving to do the job.
Do you want this kind of individual to be part of a team controlling your money in the Village? Never!

Slimy smelly Monster
OUR DIRTY LITTLE SECRET
There's a dirty secret lurking in Century Village. A slimy, smelly and potentially dangerous monster that has taken up residence in the pond.
At first glance the pond looks beautiful and benign , the tranquility of the shimmering waters with birds busily hunting for food surrounded by manicured lawns and gorgeous flowering trees
conceals the drama taking place below.
The truth is that the water has become infested with algae. Green, slimy, toxic and just downright nasty algae.
It may not seem like algae is a big deal , but it is a killer, it depletes oxygen in the water column causing the death of aquatic organisms, it contains pathogens that are a hazard to humans, especially those with compromised immune systems and can kill animals who ingest it . When it dies it produces vile smelly gases that waft around the surrounding areas and leaves unsightly stinking mush floating on the surface, the mush eventually falls to the bottom, smothering it and killing organisms that live there, and drifts into unsightly piles on the shoreline. Algae also blocks sunlight from reaching the depths where aquatic plants need it to flourish.
Given the right conditions algae can suddenly bloom explosively as seen in the recent overwhelming pollution of the St Lucie river that has been decried as an environmental disaster. The blame for that disaster has been laid squarely at the feet of the big sugar industry that has for years been dumping water loaded with chemical fertilizers into Lake Okeechobee. The release of those waters with
their accompanying chemical overload of nitrogen and phosphates allowed algae to overwhelm the whole ecosystem and destroy the river from top to bottom and end to end.
The situation in our beloved pond is much the same. The water reclamation plant that replenishes our pond with millions of gallons of water that is released every day, contains the same chemical components. The plant is not built or equipped to remove the fertilizers that algae and non native plant species thrive on. It should be noted that native plant species do not do well with the
abundance of fertilizers but non native species like cat tails thrive.
Much of the water is lost to percolation into the ground and evaporation into the air, but those processes leave the chemicals in the remaining water. Over the years a steady build up of chemicals has led to the current situation where algae has befouled the water and is poised to turn the pond into a toxic, soupy green mess. This is the same water that is sprinkled liberally around the village through the irrigation sprinkler system. Water that we actually pay for.
The answer to this deplorable situation is obvious to any astute observer. That is; to stop dumping chemical laden water into the pond.
In order to do that, the water reclamation plant would require an upgrade on the order of several millions of dollars to install newer technology.
To simply stop water from replenishing the pond from the water reclamation plant is not an acceptable alternative. Century Village uses that water on a daily basis to irrigate the lawns and gardens
that we all love.
WPRF, recognizing that a problem exists, recently installed aerators that bubble air into the water in an attempt to stem the tide. Though it helps replace oxygen and prevents fish and wildlife kills, it is a band aid solution that has been tried in other waters and shown to be largely ineffective.
Agitating the water, and circulation would help but are not being employed at this time. The fountains help too but there are not enough of them to make much difference.
A case in point is the Burlington Bay in Ontario, Canada . It was found to be, and proven by researchers that Burlington Bay was one of the most polluted bodies of water on the entire continent.
Oxygen depleted waters that actually killed fish who happened to enter were discovered. It was here that DDT was found to be causing the near extinction of many species of birds due to thin shelled eggs that broke open before they were ready to hatch.
A system of pipes and a compressor that forced air into the bay was installed in the hope that the water would recover. I worked closely with The scientists at the Canada Center for Inland Waters
who were studying the problem and The Hamilton Harbor Commissioners who installed and maintained the equipment.
My contribution was to supply the underwater piping system through our family owned business , Mooreco Industrial Supply. Truckload after truckload of pipe, valves and fittings were dispatched from our warehouse and spread in a network on the bottom of the harbour.
Despite spending millions on this project , it wasn't until the municipality of Hamilton, which was largely responsible for the polluted conditions, spent many more millions of dollars on a
massive water treatment system that the bay started to regain it's health. The aeration helped but was not the final solution.
I was dismayed by the response I received when I brought this matter to the attention of the executive of Century Village. The presidents response before quickly halting any discussion on the
subject was that : “ The chemicals in the water are naturally occurring substances” as though that should quell any concerns. Mercury, lead and zinc occur naturally too, Though I have no evidence of those chemicals being present in the pond , though I am sure they are, we are all aware of the dangers posed by those “naturally occurring substances”. He also accused me of fear mongering when I mentioned the health hazards from the pathogens resident in the algae, in truth I was presenting the
unvarnished facts.
The assertion was made by the president that the water being released into the pond is monitored and falls within the guidelines set by the government. That is all well and good, but the fact
remains that the waters in the pond are rapidly approaching the point of no return. Unless effective action is taken very soon I fear that the pond will deteriorate to the point where recovery will take
many years and massive infusions of cash to rectify.
The efforts to clean up the disaster in Burlington Bay started over twenty five years ago.
Though the water has shown some improvement it's not over yet. Predictions are that it will take a hundred years before the waters will finally be cleaned up.
It may be small comfort to know that we are not the only community facing this dilemma. There are other water reclamation plants spotted around Palm Beach County doing the same thing.
Some of the water treated by these facilities is released into wetlands that drain into the everglades. The theory is that the plant life in those wetlands will absorb the excess chemicals before
they reach the everglades. The problem with that theory is that the native plants do not tolerate the abundance of fertilizers and die off leaving the wetlands open to invasive plant species. Many
organisms depend on the native species and will soon disappear if they have no access to them.
There are initiatives underway to deal with water problems in Florida. Initiatives fueled by the outrage of residents over the disastrous consequences of dumping chemical laden waters into the rivers that resulted in one of the largest environmental disasters in the history of the state.
Was the release of polluted waters into the rivers of Florida from Lake Okeechobee conducted under the auspices of the environmental protection agencies and sanctioned by the South Florida Water Management District ? I'm sure it was.
No doubt the water conformed to the guidelines in their mandates. However the resulting damage to the environment clearly demonstrates the shortcomings in their recommendations.
The following statement from The Hamilton Spectator by John Hall who is leading the effort to clean up the Hamilton Harbour defines the problems they are facing.
The biggest challenge in the enormous task of cleaning up Hamilton Harbour is also one that has troubled environmentalists
for decades: excessive phosphorus.
Phosphorus, a nutrient that increases productivity in water, causes algae to grow excessively and disrupts the food chain and the
ecosystem, explained John Hall, coordinator of Hamilton Harbour Remedial Action Plan.
Known as RAP, the plan was developed by more than 40 stakeholder groups in the 1980s to clean up the harbour.
“We've had far too much phosphorus, so the system is way overproductive,” Hall said. “We really want to push the productivity down so it's a more balanced system.”
The harbour has been battling excessive phosphorus level for decades. The reading when RAP first began its work in the 1990s was 80 micrograms per litre, down from a staggering 160 micrograms per litre 15 years ago.
Phosphorus is commonly found in fertilizer, detergent and animal feed. It enters the water system through wastewater, as well as
stormwater that washes down farm fields and city streets, picking up contaminants containing phosphorus along the way.
RAP has introduced two solutions to lower the phosphorus level for a clearer harbour and a more diverse ecosystem: upgrading the
wastewater treatment plants and improving stormwater management.
Wastewater accounts for half of phosphorus flowing into the harbour, according to Hall. With a $480 million investment to upgrade the harbour's two wastewater treatment plants — the Woodward plant and the Skyway plant — the level of phosphorus can be lowered substantially.
RAP is also working with municipalities and conservation authorities to better manage watersheds during storms, the second biggest contributor of phosphorus.
Water quality – indicated by the level of phosphorus — is not only the biggest challenge, it is also the weak link in the remediation
effort, Hall said. Once the water quality is improved, fish and wildlife will also benefit.
“In an ecosystem approach where everything is connected to everything else, you move at the pace where the limitation is and the limitation is water quality,” Hall said.
Florida put 880 million dollars into the budget in an effort to clean up the water in the state.
Less than a year after Governor Scott announced an unprecedented $880 million long-term Everglades restoration plan,
Governor Scott said, “This $130 million investment from the ‘It’s Your Money Tax Cut Budget" will fund critical projects that will improve water quality for families and businesses that rely on these natural treasures. These dollars will go towards improving water quality, mitigating impacts of Lake Okeechobee’s discharges on our estuaries, and diverting more fresh water south to help restore the Everglades.”
A large portion of that money is earmarked to purchase thousands of acres of sugar lands to be used to filter chemicals from waste water before it reaches the everglades. We, in Century Village do
not have thousands of acres to use for this purpose. We pay for and take the water as it comes from the waste water reclamation plant, fertilizers or not.
Is it not reasonable to assume that moneys could be allocated to upgrade water reclamation plants in Palm Beach County? Money that could, with a little initiative , be derived from the State and
the county.
The UCO administration, who should be leading the charge, appear to be more concerned with spending their time and spending our money installing a WIFI network, getting a new sign installed, engaging in blog wars over the election of officers, shuffling money around various accounts, fighting about the botched paving job and rewriting bylaws to their advantage than they are with attacking the monster in the pond.
A situation that I fervently hope will change very soon before the monster bites us all where it hurts the most.

There's a dirty secret lurking in Century Village. A slimy, smelly and potentially dangerous monster that has taken up residence in the pond.
At first glance the pond looks beautiful and benign , the tranquility of the shimmering waters with birds busily hunting for food surrounded by manicured lawns and gorgeous flowering trees
conceals the drama taking place below.
The truth is that the water has become infested with algae. Green, slimy, toxic and just downright nasty algae.
It may not seem like algae is a big deal , but it is a killer, it depletes oxygen in the water column causing the death of aquatic organisms, it contains pathogens that are a hazard to humans, especially those with compromised immune systems and can kill animals who ingest it . When it dies it produces vile smelly gases that waft around the surrounding areas and leaves unsightly stinking mush floating on the surface, the mush eventually falls to the bottom, smothering it and killing organisms that live there, and drifts into unsightly piles on the shoreline. Algae also blocks sunlight from reaching the depths where aquatic plants need it to flourish.
Given the right conditions algae can suddenly bloom explosively as seen in the recent overwhelming pollution of the St Lucie river that has been decried as an environmental disaster. The blame for that disaster has been laid squarely at the feet of the big sugar industry that has for years been dumping water loaded with chemical fertilizers into Lake Okeechobee. The release of those waters with
their accompanying chemical overload of nitrogen and phosphates allowed algae to overwhelm the whole ecosystem and destroy the river from top to bottom and end to end.
The situation in our beloved pond is much the same. The water reclamation plant that replenishes our pond with millions of gallons of water that is released every day, contains the same chemical components. The plant is not built or equipped to remove the fertilizers that algae and non native plant species thrive on. It should be noted that native plant species do not do well with the
abundance of fertilizers but non native species like cat tails thrive.
Much of the water is lost to percolation into the ground and evaporation into the air, but those processes leave the chemicals in the remaining water. Over the years a steady build up of chemicals has led to the current situation where algae has befouled the water and is poised to turn the pond into a toxic, soupy green mess. This is the same water that is sprinkled liberally around the village through the irrigation sprinkler system. Water that we actually pay for.
The answer to this deplorable situation is obvious to any astute observer. That is; to stop dumping chemical laden water into the pond.
In order to do that, the water reclamation plant would require an upgrade on the order of several millions of dollars to install newer technology.
To simply stop water from replenishing the pond from the water reclamation plant is not an acceptable alternative. Century Village uses that water on a daily basis to irrigate the lawns and gardens
that we all love.
WPRF, recognizing that a problem exists, recently installed aerators that bubble air into the water in an attempt to stem the tide. Though it helps replace oxygen and prevents fish and wildlife kills, it is a band aid solution that has been tried in other waters and shown to be largely ineffective.
Agitating the water, and circulation would help but are not being employed at this time. The fountains help too but there are not enough of them to make much difference.
A case in point is the Burlington Bay in Ontario, Canada . It was found to be, and proven by researchers that Burlington Bay was one of the most polluted bodies of water on the entire continent.
Oxygen depleted waters that actually killed fish who happened to enter were discovered. It was here that DDT was found to be causing the near extinction of many species of birds due to thin shelled eggs that broke open before they were ready to hatch.
A system of pipes and a compressor that forced air into the bay was installed in the hope that the water would recover. I worked closely with The scientists at the Canada Center for Inland Waters
who were studying the problem and The Hamilton Harbor Commissioners who installed and maintained the equipment.
My contribution was to supply the underwater piping system through our family owned business , Mooreco Industrial Supply. Truckload after truckload of pipe, valves and fittings were dispatched from our warehouse and spread in a network on the bottom of the harbour.
Despite spending millions on this project , it wasn't until the municipality of Hamilton, which was largely responsible for the polluted conditions, spent many more millions of dollars on a
massive water treatment system that the bay started to regain it's health. The aeration helped but was not the final solution.
I was dismayed by the response I received when I brought this matter to the attention of the executive of Century Village. The presidents response before quickly halting any discussion on the
subject was that : “ The chemicals in the water are naturally occurring substances” as though that should quell any concerns. Mercury, lead and zinc occur naturally too, Though I have no evidence of those chemicals being present in the pond , though I am sure they are, we are all aware of the dangers posed by those “naturally occurring substances”. He also accused me of fear mongering when I mentioned the health hazards from the pathogens resident in the algae, in truth I was presenting the
unvarnished facts.
The assertion was made by the president that the water being released into the pond is monitored and falls within the guidelines set by the government. That is all well and good, but the fact
remains that the waters in the pond are rapidly approaching the point of no return. Unless effective action is taken very soon I fear that the pond will deteriorate to the point where recovery will take
many years and massive infusions of cash to rectify.
The efforts to clean up the disaster in Burlington Bay started over twenty five years ago.
Though the water has shown some improvement it's not over yet. Predictions are that it will take a hundred years before the waters will finally be cleaned up.
It may be small comfort to know that we are not the only community facing this dilemma. There are other water reclamation plants spotted around Palm Beach County doing the same thing.
Some of the water treated by these facilities is released into wetlands that drain into the everglades. The theory is that the plant life in those wetlands will absorb the excess chemicals before
they reach the everglades. The problem with that theory is that the native plants do not tolerate the abundance of fertilizers and die off leaving the wetlands open to invasive plant species. Many
organisms depend on the native species and will soon disappear if they have no access to them.
There are initiatives underway to deal with water problems in Florida. Initiatives fueled by the outrage of residents over the disastrous consequences of dumping chemical laden waters into the rivers that resulted in one of the largest environmental disasters in the history of the state.
Was the release of polluted waters into the rivers of Florida from Lake Okeechobee conducted under the auspices of the environmental protection agencies and sanctioned by the South Florida Water Management District ? I'm sure it was.
No doubt the water conformed to the guidelines in their mandates. However the resulting damage to the environment clearly demonstrates the shortcomings in their recommendations.

The Battle of the Budget
The Battle of the Budget
The budget proposal passed at
yesterday's delegate assembly may have looked good on it's face due
to the reduction in fees charged to unit owners. Closer examination of the
facts surrounding the handling of finances reveals some disturbing issues .
The Century
Village Messenger Club derive
satisfaction that their efforts in exposing the flaws in the proposed budget led to the treasurer rearranging
the figures to realize a decrease in monthly
fees charged to unit owners .
The first Budget proposal asked
for an increase of approx $16.00 per month. This was quickly revised on the defeat of the WIFI proposal.
The proposal voted down at the
January delegates assembly included an increase of approximately $2.00+ per month to be assessed for the coming
year .
The subsequent proposal passed
at the February meeting proposed a decrease of around $5.00 per month per unit.
Some say that the acceptance of
the budget proposal by the delegates was a defeat for the Messenger Club who
opposed it . We do not see it that way. The revised budget reflecting a
decrease in fees instead of an
increase is a victory for all.
Getting approval for the budget
proposal may seem like a win for the treasurer who is undoubtedly greatly relieved that it was accepted. However
the issues ignored in the rush to accept a proposal that saved everyone a bit of cash
leaves residents exposed to liabilities that outweigh the reduced rates .
The revised budget was largely
a result of the efforts of The Century Village
Messenger Club who despite
withering criticism went to great lengths to inform everyone of the pitfalls
contained in the proposals.
The unilateral change in
accounting practices adopted by the Budget and Finance committee without
approval of the delegate assembly is an issue that should not be ignored.
Co-mingling of reserve funds is a
perilous practice that can and does lead to unrestricted spending. With no way to verify or approve expenditures residents are left with
lingering doubts and unresolved questions
regarding the disposition of their hard earned
cash.
The needless exposure of
residents to tax liabilities on approximately $680,00.00 is perhaps the most
troubling of all. This should be returned to residents thus avoiding the tax
liability and giving residents a
further reduction in fees. Alternatively , as proposed by the committee, what's
left of the 680K after Uncle Sam gets his share will be tossed into a pooled
fund to be disbursed at their pleasure
Then there's the evasive and
obstructionist denial of access to financial records . For the latest evasion
see Ed Grossman's article : “ Delegates Dissed”. Couple that with the refusal
to accept the offer of assistance in formulating a budget
proposal by former treasurers and presidents of UCO, we are left with the
uneasy feeling that the committee is not acting in a transparent manner .
Our efforts to defeat the WIFI proposal contributed to the
reduction in fees charged to residents.
This pie in the sky project was heartily denounced by The Messenger Club and soundly defeated
by the delegates, who are listening to our message. Experience has shown that
these projects with their
accompanying financial projections do not live up to the hype or the
projections , they usually end up
with enormous cost over runs that require participants to satisfy them with
infusions of cash. The botched
paving job in the village is a glaring
example of that.
We feared that the benefits of WIFI so loudly proclaimed to be
leading Century Village into the 21st century would quickly become a disappointment
and an unnecessary expense, our efforts to
reject the WIFI proposal were
seen as a success for The Century Village Messenger
Club and the residents when it was
voted down . Despite the obvious disapproval of the majority this proposal is currently being resurrected under a new
name by the minority who are determined to have it their way .
There are other concerns that are presently being
tackled by the Messenger Club . The recent elimination of
term limits , the rewriting of the bylaws and the up and coming elections are
high on the agenda.

Talking Lies, again!!
YOU TALK ABOUT ISRAEL'S LIES........OKAY, LET'S TALK
It is a well known fact
that when a person lies and believes that he can get away with it, that person
will do it again and
again. Nobody believes a liar. For instance, if you lie to the
police, even once, they will forever never believe a
single thing that you say. Everybody hates a liar.
Look what Israel did to
the reputation of 1st Priority and all of their people because he lied.
Look what he did to the reputation
of Dan Gladstone due to Israel's lies. David Israel lies and he lies
about every-thing......a
pathological liar. Or, in Century Town language.....".a muffled
fart."
Take a look at the
roadway and sidewalk paving. He lied through his teeth over and over
again to the people. Yet, HE
GOT AWAY WITH IT. Why? Because if you didn't agree with his lies,
he and his back room control monger
would threaten you with numerous scary tactics that were, in fact, well-versed fantasies.
Don't all of his handful
of followers know that he lies? Of course they do or they would be pretty
stupid, or on heavy
mind-altering drugs. So, why do they do nothing? The answer to that
question is quite simple. Israel
gave them all positions that these followers love and enjoy. But, they
walk a very thin line in that if they do
or say anything that rubs Israel the wrong way, or Israel gets paranoid and suspicious about what is
being said that he deems harmful to his egotistical character, --- then that
person is gone, --- like
replaced with someone who pledges allegiance to Israel and his philosophy of how to lie and cheat.
It is the same way in
all dictatorship countries. You cross his Lordship and you die. And
every day that goes by, Israel
brings in more clouds, more lies. Try this on......"Hey, Barbara,
the sky is falling."
She might reply
"David, I don't think that that is possible, except in fairy
tales." And then he might say "You agree with me
and I'll make you the Chairperson of the Bid Committee." "Okay,
the sky is falling,
David --- I want to be
the Boss Lady." "Alright and I won't call you a toxic tart
anymore, but if you criticize a single thing
that I say or do, you'll be gone and I'll create more nasty names to address
you in public."
"Lie all you want, your Lordship, -- just don't take my swell job
away."
Things won't change in
the Village so long as there is a liar at the helm and followers who live for
the
positions granted to
them by Israel, and their agreeing not to question the lies. So, those
followers
become liars also, by
omission. The thinking in this Village appears to be, "Okay, so he
lies. Big deal, so long as they're not
big lies." That is just the point, -- they ARE big lies, and since
he gets away with
it, these lies get
BIGGER and B I G G E R. The
biggest continuous set of lies was by Israel and Black involving the five
million dollar paving scam. They got away with it......BUT, MAYBE
NOT...... MAYBE WE'RE GOING TO
NAIL THESE LIARS.
The question is
--- when will the people wake up? When will they stop and assess what is
happening around them? When
will they realize that lies are tearing apart all that is supposed to be sacred
in Century Town. Yes,
we are an unincorporated, one square mile Town. Enough is enough, ---
band together and get Israel
the hell out of office so that we can bring back the word "HONESTY"
to our Town of about 14,000
residents.
Oh, by the way,
--- go outside of Century Town and you'll find out that most everybody hates us because of the way this
place is governed. It reeks; it stinks. The only people that like
us are the politicians running for
office because we can provide an awful lot of votes. With no votes,
they'd put a match to the
place. So, we've got to get the LIAR of LIARS out of office so that we
can get back to a respectable image.
I remember when the Village people used to talk to one another with a gentle
smile. Now, you
need to look over each shoulder before you say anything and then growl as you whisper. YOU
and YOU and YOU and ALL OF US can get it all back with a new
government.

The Paving job backed up by Delegate Comments
So the culmination of the Delegates Vote on the Paving job is just this.
A vote was actually held, but only on Part 2. Part 1 was signed before it was brought to the delegates, if it ever was.
Part 2 was brought to the Delegates for the OK. No mention of cracks, or poor outcome. The discussion centered on monies. The discussion was moderated by the Chair.
Much pressure was put on the Delegates to OK this portion and eventually they did.
So now that the truth is out and is part of the history of this $5 million dollar lawsuit. The Chair in his infinite wisdom says we are suing ourselves. Another lie.
We are suing UCO, who, in the Wise mans view, should be, in fact is, in charge of Century Village, or so he thinks. - I don't
Forgetting of course that that is putting the cart before the horse and makes no sense. UCO was set up to be our, Century Village, contracting and buying arm. That is a good idea.
Turning it around the other way is nothing more than a Power Grab and must be stopped.

Holy Geronimo!!! --- you've just approached the tip of the iceberg. When it comes to lies, may I remind you and your readers of my thoughts posted on Friday, October 31, 2014, entitled "YOU TALK ABOUT ISRAEL'S LIES......OKAY, LET'S TALK."
Israel enjoys throwing people out of meetings for looking at him cross-eyed. If he were thrown out of every Delegates' Meeting in which he lied, there would be a brown stain on the permanent empty chair where he parks his carcass.
It's funny, really funny, that nobody disagrees with you or me regarding Israel's prevarications that even would cause Pinocchio to blush

The first phase was a contract signed by David Israel only, therefore , the delegates only voted for the second half. I attended that meeting and was never informed if I voted yes, the cracks would come back. The only portion of the paving job that was voted on was the Phase 2; and that was done only after much pressure had been applied by the person(s) responsible for the first phase.

Yes, let's assume that Gracie is telling the truth. This means that at a Delegate Assembly, David Israel gave the delegates a choice to vote "YES" for the paving and the cracks would return or vote "NO" for the paving. Or else David asked the Delegates to vote "Yea or Nay" WITHOUT telling them the contractor could not guarantee the job and the cracks would return. . Did David really gave them one of these choices? I think you fell in the shit this time Gracie.

Grace is be the dumbest person on earth and as much a liar as her lover David Israel. She once wrote on his blog that SHE was at a meeting with the paving contractor and was told to do the job right they must dig up the old paving. She goes on to blame the delegates for the lousy paving because they voted to do the job cheap. She says the delegates voted to approve the road paving knowing full well that the cracks would come back. I have been a delegate for 10 years and attended all the meeting and never voted to pave the roads knowing the cracks would come back. Let's assume for a moment Grace's stupid statement is true. This means that David Israel asked the delegates to approve the road paving knowing full well that cracks would begin to appear and the job would be a failure. No matter how you slice it, David Israel is fully responsible for the failure of the road paving.

I find it quite comical, very silly, and downright stupid for Dave to call his blog OUR Village. Who is OUR??? We used to have a website that belonged to the village, and everyone who was a resident was allowed to post on it, unless they refused to follow the very few, simple rules. Even then, they were given 3 separate warnings before they were ever banned from posting. This thing that the self proclaimed magnificent one OWNS, is nothing more than a joke and a slap in the face to all residents of this village. I doubt Mr. Levy would condone this exclusion of people who have done nothing other than disagree with the person (I won't use the word 'man', because it doesn't fit) who is working tirelessly to try to be the controller of this village and all of the people who live in it. I sincerely do not believe that this was the dream Mr. Levy, or any of us who have been here a lot longer than D.I. had for this village.

Holy Geronimo!!! --- you've just approached the tip of the iceberg. When it comes to lies, may I remind you and your readers of my thoughts posted on Friday, October 31, 2014, entitled "YOU TALK ABOUT ISRAEL'S LIES......OKAY, LET'S TALK."
Israel enjoys throwing people out of meetings for looking at him cross-eyed. If he were thrown out of every Delegates' Meeting in which he lied, there would be a brown stain on the permanent empty chair where he parks his carcass.

The first phase was a contract signed by David Israel only, therefore , the delegates only voted for the second half. I attended that meeting and was never informed if I voted yes, the cracks would come back. The only portion of the paving job that was voted on was the Phase 2; and that was done only after much pressure had been applied by the person(s) responsible for the first phase.

Yes, let's assume that Gracie is telling the truth. This means that at a Delegate Assembly, David Israel gave the delegates a choice to vote "YES" for the paving and the cracks would return or vote "NO" for the paving. Or else David asked the Delegates to vote "Yea or Nay" WITHOUT telling them the contractor could not guarantee the job and the cracks would return. . Did David really gave them one of these choices? I think you fell in the shit this time Gracie.

Grace is be the dumbest person on earth and as much a liar as her lover David Israel. She once wrote on his blog that SHE was at a meeting with the paving contractor and was told to do the job right they must dig up the old paving. She goes on to blame the delegates for the lousy paving because they voted to do the job cheap. She says the delegates voted to approve the road paving knowing full well that the cracks would come back. I have been a delegate for 10 years and attended all the meeting and never voted to pave the roads knowing the cracks would come back. Let's assume for a moment Grace's stupid statement is true. This means that David Israel asked the delegates to approve the road paving knowing full well that cracks would begin to appear and the job would be a failure. No matter how you slice it, David Israel is fully responsible for the failure of the road paving.

I find it quite comical, very silly, and downright stupid for Dave to call his blog OUR Village. Who is OUR??? We used to have a website that belonged to the village, and everyone who was a resident was allowed to post on it, unless they refused to follow the very few, simple rules. Even then, they were given 3 separate warnings before they were ever banned from posting. This thing that the self proclaimed magnificent one OWNS, is nothing more than a joke and a slap in the face to all residents of this village. I doubt Mr. Levy would condone this exclusion of people who have done nothing other than disagree with the person (I won't use the word 'man', because it doesn't fit) who is working tirelessly to try to be the controller of this village and all of the people who live in it. I sincerely do not believe that this was the dream Mr. Levy, or any of us who have been here a lot longer than D.I. had for this village.
